This is `Halo' which my Concise English Dictionary describe as ...a ring of light or colour, especially around the sun or moon caused by reflection by ice-crystals.

I had seen similar sight during last night's live telecast of the launching of the spacecraft SOYUX in Baikonur (Kazakhstan) with Malaysian Angkasawan (Astronaut)Dr Sheikh Muszaphar Shakur Sheikh Mustapha, American Peggy Whitson and Russian Yuri Malenchenko on board.
